Romans 13:1-7

SUMMARY: This sacrificial and sanctified life is one in obedience to those divinely placed in authority over us.
  I.  The Exhortation VERSE 13:1
A.  Who: Every person (1a)
B.  What: is to be in subjection to the governing authorities. (1b)
 
 II.  The Explanation VERSES 13:1-5
A.  Authority is divinely established:
1.  The Principles:
a.  First: For there is no authority except from God, (1c)
b.  Second: and those which exist are established by God. (1d)
2.  The Applications:
a.  First: Therefore whoever resists authority has opposed the ordinance of God; (2a)
b.  Second: and they who have opposed will receive condemnation upon themselves. (2b)
B.  Authority exists to judge evil:
1.  The Principle Stated: For rulers are not a cause of fear for good behavior, but for evil. (3a)
2.  The Positive:
a.  The Question: Do you want to have no fear of authority? (3b)
b.  The Answer: Do what is good (3c)
c.  The Result: and you will have praise from the same; (3d)
d.  The Reason: for it is a minister of God to you for good. (4a)
3.  The Negative:
a.  The Condition:
(1)  If: But if you do what is evil, (4b)
(2)  Then: be afraid; (4c)
b.  The Reason:
(1)  Stated: for it does not bear the sword for nothing; (4d)
(2)  Explained: for it is a minister of God, an avenger who brings wrath on the one who practices evil. (4e)
 
III.  The Application VERSES 13:6-7
A.  Be in Subjection:
1.  The Necessity: Therefore it is necessary to be in subjection, (5a)
2.  The Reasons:
a.  The First: not only because of wrath, (5b)
b.  The Second: but also for conscience’ sake. (5c)
B.  Pay your Taxes:
1.  The Statement: For because of this you also pay taxes, (6a)
2.  The Explanation: for rulers are servants of God, devoting themselves to this very thing. (6b)
C.  Summary:
1.  Generally: Render to all what is due them: (7a)
2.  Specifically:
a.  Taxes: tax to whom tax is due; (7b)
b.  Customs: custom to whom custom; (7c)
c.  Fear: fear to whom fear; (7d)
d.  Honor: honor to whom honor. (7e)
